OpenAI Just Gave the Government a Seat at the Table

OpenAI is offering the US government a 5% equity stake in the company.

This is not a lobbying move. This is not appeasement. This is structural. It’s saying: we’re tying our incentives to yours. If this works, you profit. If this fails, you lose.

Think about what this solves. Right now, AI policy is adversarial. Government asks for safety guarantees. Companies push back. Everyone yells. With equity, the government becomes an owner. Owners have a different relationship to decisions. They’re not opponents asking for concessions. They’re partners managing risk.

The timing is obvious. OpenAI is preparing for an IPO. Before going public, you don’t want governments being able to block you. You want them invested. You want them saying, publicly, that OpenAI’s success is America’s success.

The flip side: this sets a precedent. If OpenAI is giving 5%, every other AI lab is now negotiating how much they’ll surrender. Anthropic. Google DeepMind. Every lab will face the same question.

This changes the deal between AI and governance. For the first time, the government doesn’t own the lab. But it owns a piece of the upside. That’s a lever. And it works both ways.
