ChatGPT is about to get a new label in Europe, the kind of label that means more paperwork, not more praise.
Sources briefed on the matter say the European Commission plans to designate OpenAI’s ChatGPT and the gaming platform Roblox as Very Large Online Platforms under the EU’s Digital Services Act, possibly as soon as August. The trigger is simple. Both services crossed 45 million monthly active users inside the EU, which is the threshold the law uses to decide who gets the toughest oversight.
Once that label lands, ChatGPT joins a list that already includes X, Amazon, Apple, Microsoft, LinkedIn, and TikTok. That means active obligations, not just a rulebook sitting on a shelf. Risk assessments, audits, and real accountability for how the service affects the people using it, especially anything that touches minors or vulnerable users. Regulators will be able to ask for that homework at any time, not just after something goes wrong.
What I find interesting here is what this designation actually says about ChatGPT. A chatbot got big enough, fast enough, that European regulators are treating it the same way they treat a social network with a billion accounts. Three years ago this was a research demo running on a website nobody outside tech circles had heard of. Now it needs the same guardrails as the platforms that shape elections and news cycles.
I get why some people roll their eyes at more regulation landing on AI. But a rulebook built for platforms that reach tens of millions of people is really about making sure something moving this fast still has someone checking under the hood. ChatGPT earned its way onto that list by being genuinely useful to that many people, in that many countries, in barely three years. That part is worth remembering too, even while the paperwork piles up.
