A framework is finalizing between the U.S. government, OpenAI, Anthropic, and Google that gives federal agencies up to 30 days to review any new frontier model before public release. The NSA has to finish the benchmarking standard by August 1.
This is not a ban. It is not aggressive regulation. It is a speed bump with a national security purpose: 30 days to ask, ‘Is this model a problem for the country?’
What strikes me is how the companies agreed to this. Frontier AI labs are choosing to work with government rather than around it. That choice reflects either confidence in their own safety work, or pragmatism about where the policy is heading anyway. Probably both.
The framework is voluntary. That matters. If it stays that way, companies retain agency. If it does not, the precedent is already set. What starts as 30 days and voluntary can become 60 days and mandatory. But today, this is a structure that lets government do its job while companies stay in business.
It is a setup worth watching closely. The next 18 months will show whether trust-based framework actually works.
